libmad with the recent patch from VLC causes heavily misrenders some mp3 files.

This file is played wrong by mad-based clients such as mpg321, mplayer and vlc; mpg123 plays it fine and so do VLC/mpg321/mplayer when using libmad without the recent patch from VLC -

This mp3 file was downloaded from soundcloud.com and originally based on a Module file but I can no longer find it there. I'm using vlc-2.2.4-1.mga5 and lib64mad0-0.15.1b-16.1.mga5 on Mageia Linux x86-64 v5.
