WebM file incorrectly demuxed, video is garbage

I'm using OS X El Capitan 10.11.4 on a MacBook Air (13-inch, mid-2013), with VLC 2.2.2. The issue is also present in the nightly build "vlc-2.2.0-x86_64-20160506-0309.zip" taken from http://nightlies.videolan.org/build/macosx-intel/?C=M;O=D.

I have a VP9/Vorbis WebM video file, attached, which has the problem. VLC produces garbage video output, but correct audio output, when it plays it. However, it plays fine in mplayer and Firefox.

It appears to be a demuxing issue with whatever demuxer VLC uses by default, because when I run VLC with the --demux=avformat command-line flag, the issue disappears.
