High mem. usage on udp stream

user may notice that when running month old 3.0 nightly x64 on win 10.

It takes only 1 min for mem. usage to reach max value of around 2 GiB. Usage will drop immediately on ts stream stop.

If that is by design, it would useful to seek that buffer like in #11873 (closed)
