[Windows7+] Standard per-user installation of vlc to %LOCALAPPDATA% folder.

Please support standard user installation of VLC Media Player to %LOCALAPPDATA% path.

Popular installers like Mozilla Firefox, Google Chrome when opened by standard user and not granted administrative rights, will get installed to %LOCALAPPDATA% path.

Will be great in scenarios where one doesn't have administrative permissions to the system.
