regression: --sout-mono-downmix does not seem to work anymore

After the filter rework, --sout-mono-downmix does not seem to have any effect anymore. Without this, streaming to G.711 (8kHz) is pretty much impossible.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
