Regression: vlc.exe doesn't have vlc.ico in it since moved to src/

Since the move of vlc to src/, vlc.exe is small in the NB, in compiling in Cygwin and in Xcompiling from linux. Because it doesn't get the vlc.ico in it anymore. :D
