ts muxer breaking on invalid timestamps

When no transcoding is done, TS muxer breaks because it now receives TS_INVALID timestamped blocks.

Those are P frames generated by packetizer.

This is since commit f786fa73 which allows those blocks to go through sout to reach decoder.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
