Regression: Broken OpenBroadcast MP4 files are broken (missing audio / no playback)

I noticed, that when I updated from 2.1.5 to 2.2.0, a lot of video files stopped working correctly. Some are missing audio, and some don't start playing at all. I attached an example video file that works with 2.1.5 but does not work with 2.2.0.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
