VLC Player Pixelization Whenever Rewind Or Fast Forward Scroll Video

VLC Player has had a bug in it for over 5 years now. Whenever I rewind or fast forward a video, the video picture is "pixelated", i.e. the picture is "fuzzy" or "scrambled" (I can't clearly see what the picture should be for several seconds/minutes. ) for several seconds or minutes and eventually it will revert to the non-pixelated/fuzzy/scrambled "perfect" picture for viewing afterwards. It is not computer specific, this problem is present in 3 of my computers as follows:

This has been a problem with VLC player for several years and your competitor, ZoomPlayer, does not have this same bug. VLC Player is supposed to be the best media player on the market and I have been patiently waiting for several years for this problem to be fixed. It is not a hardware or codec problem, Zoomplayer does not have this same problem but after several years VLC Player has not corrected this problem yet. So, I am now finally bringing this problem/bug/error to your attention because VLC Player is supposed to be the BEST MEDIA PLAYER on the market but yet VLC Player has not taken steps to fix this minor problem.

So, please, put this at the top of things to fix for VLC Player, it has been ignored for too many years and I expect the VLC Players programmers to be more skilled than this.

I can not find any other trace of it especially in here. I am having the exact same issue on all my systems. Please let me know if you require ANY further information from me. happens for ANY video 720 and above.
