decklink/swscale not correctly resizing

In 1080i output mode: -1920x1080 video plays correctly -1280x720 video does not fill the entire screen but takes up the top-left 1280x720 and has solid green in the rest of the 1920x1080 frame

In 720p output mode: -1280x720 video has red and blue reversed -1920x1080 video only has the top-left 1280x720 visible (i.e. the rest of the video is too big to be displayed)

Using VLC 2.2.git with DeckLink Mini Monitor.
