Short, zero byte, and broken videos cause UI focus change which prevents operation of UI

If I try to open a zero byte file, VLC crashes...

it keeps on trying to reopen the file over and over and over again...

The frame of the program switches from grey to blue over and over again. When I click the X, the loop continues and then VLC crashes.

This problem has been around for quite some time now...

There are a few things that need to be done:

  1. Add a bit of a pause between each reload (user settable, because some people no delay between repeat, but if it causes the program to not be usable, it should stop)

  2. and some sort of way to detect zero byte files, and errors, and not repeat play if there is an error.

  3. Have the video playback not mess with the video UI. (There is a UI setting in 2.1.5 that was broken, I set it to not change the media player window to the size of the video, and (at least without restarting VLC) it still resized the window to fit the video.. This is not acceptable default behavior.. default behavior should respect the window given by a user. (when I loaded the nightly build of 3.x the setting was respected)
