webm file at 1080p x 60fps has massive frame drop

with youtube.com 7SRTEXSpcyI encoded at 1080p and 60fps does not display meaningful content through vlc (fedora 20-i686, i3-530 @ 2.933GHz) and NVidia card with NVidia driver.
