VLC stops playing some .webm files at 2-3 seconds before actual end of file

Version used: VLC 2.1.3 OS: Windows 8.1 Hardware: Intel Core i7-2600 @ 3.40 GHz, NVIDIA GeForce GTX 570.

To reproduce, play attached .webm file in VLC media player. Actual duration of this file is 14 seconds, however VLC player will stop playing it at about 11-12 second.
VLC warnings when playing problem file: mkv warning: MKV/Ebml Parser: m_el[mi_level] == NULL mkv warning: MKV/Ebml Parser: Up cannot escape itself direct3d warning: trying surface pixel format: YV12 mkv warning: find KaxCues FIXME mkv warning: cannot get block EOF?
It may look like file itself is corrupted, however Windows Media Player and Google Chrome (web browser) can play this file correctly till the end.
