Problem with seeking in .ts-files

i use vlc player version 2.1.3 Rincewind with Win7 and have the following problem: When i play .ts-files with the vlc-player the video is lightly fragmented all the time (small cleary visible colored boxes in the picture). Also the image is grey when fast forwarding. I have no fragmentations/grey out with Windows Media Player.

vlc messages: ts error: MPEG-4 descriptor not found packetizer_mpeg4audio info: AAC channels: 2 samplerate: 48000 direct3d error: Could not read adapter capabilities. (hr=0x8876086A) direct3d error: Direct3D could not be initialized

I uploaded a 10 MB chunk of the .ts-file on http://streams.videolan.org/upload.The filename is esf_testfile_0.ts. I also send the file with the bug report.
