VLC 4.0 AppCrash on Windows 7

I tried to play multiple files, MP4, MP3, MKV, all to result in appcrash on Windows 7. I have tried every few months over the past year with the same result. VLC 4.0 is unusable on Windows 7.

I have tried the following versions (and many others in the past, although I don't know the versions of those nightlies of 4.0 as it was in the past and I did not save that info):

I have tried uninstalling and deleting preferences and cache for the previously installed VLC 3.0.9 and then running the above from an extracted zip in the VideoLAN directory.

I have tried at least 10 files and all appcrash.

I tried over the past year many versions of the nightlies, to no end. It is time to make a formal request because otherwise it does not look like it will just happen by waiting.
