UWP support

• needs a UAP libvlcsharp build with getTexture patch
• needs a 4.0 libvlc UWP build
• needs a workaround to set the plugin path because the current hack is not available on uwp.
• needs to port https://code.videolan.org/videolan/vlc-winrt/-/blob/master/modules/libaccess_winrt_plugin.Shared/libaccess_winrt_plugin.cpp to vlc 4 repository.
