Rotate button doesn't do anything?

I believe the button of a rectangle with two arrows on opposite corners located at top right corner is supposed to be the rotate screen button but pressing it doesn't do anything...? no message and the screen stays portrait.

as a bonus if I tap on it twice it does a 10 seconds seek as if the button doesn't even exist (and it does a 2x playback if I tap and hold)

device is ipad mini 2021 running ipados 18.6.2, vlc 3.6.7 (391)
