Unify implementations of UIDocumentPickerViewController

So far, there is one implementation for "iCloud Drive" and one for "Local Files". Technically, there is no major difference, but a bit of duplicated code. Also, no instance should be allocated in the init of the Network tab just because the might decide to use it (much later).
