TitleSelection: Display content with no minimal height

The Chapters view height is currently based on the Titles and Chapters collection views height but there is no minimal height value such as the Track Selection view.

Which means that the Chapters view can be smaller than the other views, breaking the consistency.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
