Incorrect splashscreen on Playlists screen

Description: If there is no playlist, a generic "Empty Media Library" splashscreen is displayed, even if the media library is actually not empty.

Expected: Having a more accurate "No playlist" splashscreen displayed, with a description suggesting the user to go to the other tabs (video, audio, etc.) to create a new playlist, for example.

Tested on: ipad pro 2017

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
