Audio/Video tab: hide controls when no content

When there is no content on the Video or Audio tabs, it's confusing to have the sort/diplay and the edit controls displayed at the top.

The most confusing on is the Edit one. When you tap it, you get:

There is no use of that state and it's confusing for the user.

IMHO, the sort/diplay and the edit controls should not be shown when there is no content.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
