WiFi Upload: save received contents to 'Downloads' instead of 'Documents' and move the media once upload is complete (refs #9794)

This prevents libvlc crashes on incomplete files during upload

  - save in NSUserDefault the status of the HTTPServer to auto start it.
  - VLCHTTPUploadController now lives in the AppDelegate.
