VLC Android plays choppy video for 10 bit AVC encodes

This issue is exclusive to the Android version. Desktop VLC can play them just fine. On Android, MPV can also play them normally, so it is not an issue of 10 bit AVC being software decoded instead of hardware decoded.

The audio plays just fine. It's only the video that is affected.
