beta @ 3.0.95 > 3.1.0 rc3 ignores "ask on resume video" option and just resumes either way

not sure on exactly which version it started (99% of my usage is manually loaded mp3 audio podcasts on my external sd card).

using S5 klte running LOS 8.1 Oreo 20190225 with OpenGapps
