Start/select button, or play-pause (double-tap remote volume bar), can make video start playing in the background
If VIDEO is PAUSED in the BACKGROUND, and VLC receives a PLAY command via any of the various channels, the request is it should throw out the request and ignore. If it is PLAYING and receives a PAUSE, it should accept that. If it is AUDIO that is last active, then PAUSE and PLAY should be validly handled in the background.
