Global playback speed not restored if history is OFF

Global playback speed value is not restored if history is OFF

Steps to reproduce

1. Turn off history
2. Play a video / audio
3. Change the playback speed to all and set a value
4. Stop the playback
5. Start a new playback
6. It's reset to 1.0x
