ChromeOS: resume playback shortcut while the app is opened makes it look like a crash

Steps to reproduce

1. Clear data
2. Play a video
3. In the app bar, right click > Resume playback
4. As there never was an audio playqueue, the app is restarted -> StartActivity -> finds nothing to resume -> Toast and the app is not opened

How to fix

1. Reword this poorly named shortcut to "Resume audio playback"
2. See if we can hide the shortcut until there is something to resume
