Move Background playback / Pip Mode to the video player "Control settings".

Description

This is a setting that doesn't require restart the libvlc instance, and to change it now, the user has to end it's playback, change the setting, and restart the playback. This change could be done from Control settings without interrupting playback which is the whole point of "Control settings"
