Fix touch scrolling dead zone in playback queue

There is a "dead zone" when scrolling through the playback queue.

Expected behavior

The playback queue should closely follow your finger as you scroll. All other scrollable lists in the app behave correctly.

Actual behavior

You have to drag your finger a decent distance (approximately an inch on my OnePlus 7 Pro) before the queue contents begin to scroll.

Steps to reproduce

1. Add enough items to the playback queue that the list is scrollable
2. Open the playback queue
3. Touch and hold your finger to the screen (in preparation to scroll)
4. Slowly drag your finger up
5. Observe that your finger must move up a decent distance before the contents begin to scroll
6. Slowly drag your finger down
7. Observe the same dead zone in reverse
