Playback speed arrows only work when speed is > 0.25
Description
When using the left/down arrow in the playback speed dialog, it stops at 0.25 while it's possible to go to 0.13 with the slider.

Steps to reproduce
- Open the playback speed dialog
- Long tap the left arrow
- It stops at 0.25
- Slide down to 0.13
- The arrows are not working anymore
