Settings: block internet access by default on data

A user left this review on the store

Burned through all my data after connecting to Bluetooth and automatically launching an m3u link while in my car. Burned through about $30 worth of data. Need to restrict data over cell by default.

Expected behavior

Using data to play media should be disabled by default.
