Controls Settings: Strange resizing behavior

Description

When scrolling up in the controls settings view of the player when we are already at the top of the collection, it resizes the view.

Expected behavior

When scrolling up at the top of the view, it shouldn't resize. Instead, the view should follow the gesture and when the finger is lifted from the screen the view should be:

Closed if the view was dragged below the closing point
Maximized otherwise.

Steps to reproduce

Start a video
Open the controls settings
Scroll to the top of the view
Slightly scroll up again
