Hi10P (h264 10bit) does not hardware decode on devices with support
Description
On devices that support Hi10p video (h264 10bit) in hardware, VLC does not use hardware decoding. This is because some devices do not report that they support hi10p, when they in fact do. In Kodi and MPV, there are ways to bypass this limitation using custom builds that ignore video profile information and send the supposedly unsupported video to the hardware decoder anyway. A modified build script for Kodi can be found here. Firestick 4k, and the Firestick 4k Max are known to do this, and I have heard that the Nvidia Shield does as well.
