Impossible to pause a video when match frame rate checked

Description

When "Match display frame rate" is checked, pausing a video will result in the video being relaunched after 1s.

Note that I was only able to reproduce this issue on the Pixel 6 pro running Android 13 (release / debug) and not on the Pixel 6a running Android13 nor on the Pixel 3a running Android 13.

Expected behavior

Video playback is paused forever

Actual behavior

Video playback is resumed after 1s

Steps to reproduce

1. Check "Match display frame rate"
2. Play a video
3. Hit pause
4. Wait 1s
