Improvements to Chapter Menu

Description

During video playback the user can select "Go to Chapter..." via the overflow menu. The menu title is hidden off-screen, the first chapter is shown as the top item, and the current chapter is highlighted in orange. Unfortunately, the current chapter is not visible beyond the 11th chapter (landscape) or 21st chapter (portrait) on a Pixel 3 without scrolling.

Expected behavior

• The "Go to chapter..." window title should always be visible
• The list of chapters should be in a scroll pane beneath the window title
• The current chapter should be highlighted in orange and centered (or at least visible) in the scroll pane.
