Audio interrupts/frame skips when playing mp4 ts streams
Description
When I play a ts stream (mp4) downloaded from a streaming site, the audio gets interrupted/skips frames consistently every 5-10 seconds. The video plays normally afaik no artifact or gray frames but the audio skips frames and it's very annoying when it is persistent. I tried playing the file using mpv and it plays normally. VLC desktop (v3.0.17.4) has the same problem.
And also vlc doesn't seem to know much about the audio, it reports 0 channel and a sample rate of 0 Hz. But mpv recognizes the audio as having 2 channels and a sample rate of 44100 Hz. Screenshots are attached below.

Steps to reproduce
- Download the sample video Google Drive
- Play the video
- Wait for it to start interrupting the audio
