missing an option for changing the language of the UI

Description

by default vlc-android displays its UI language as the same android system sets.

but there may be situations:

• sometimes the users want the apps and the system to be in different languages.
• sometimes there may be a few issues in the translation

Expected behavior

an option within the interface option of the settings to display the vlc-android UI with any existing language.
