Chromebook: video freeze when seeking with playback speed higher than 1

Description

When seeking with playback higher than 1, video will freeze. After leaving an playing the same file, if the playback speed is still higher than one, the video will stay on a black screen.

Steps to reproduce

1. Set playback speed to 1.75
2. Seek
3. Video is frozen
