Medialibrary : Blacklisted folders should be disable

Description

By default, in the settings, all the device folders are enable for indexing. But we have a folders black list to avoid some "noise" in the medialibrary, (because of system or apps medias) and there is no user information for that.

Expected behavior

We should have the blacklisted folders disable in the settings, as an indication for our users that it is not possible to index them.
