ChromeOS: Unable to open files from removable storage from within VLC

Trying to Open a file (from within VLC) from removable storage (I have tried an SD and a USB flash drive) results in an error "Cannot be played".

Files from removable storage can be opened with VLC from the ChromeOS Files app (Open With > VLC).
