VLC Android: Option to include/exclude .nomedia folders

.nomedia is the only option for Android to exclude folders from being indexed/showing up in apps that have no option to exclude certain folders such as built-in gallery apps and Google Photos. Since VLC for Android can specify which folders to include for the library, an option should be available to include/exclude .nomedia folders to allow media to populate the VLC library while also allowing the same media to remain hidden from other Android apps. This should be a setting that a user can turn on or off depending on how the user wants the library in VLC for Android to behave.
