Android VLC app doesn't apply EQ settings on restart

Same issue as ticket #15655 but this one applies to the Android VLC app. If you apply equalizer settings then eventually quit VLC, upon restart the settings show that the equalizer is 'on' but you have to turn it off, then back on, and NOW it takes effect.

This occurred with the latest VLC update on two different Android operating systems on two different cell phones.
