'Auto rescan' is triggered on every app startup even though the option is switched off

Description

Expected behavior

When 'auto rescan' is turned off it should not be triggered on startup

Actual behavior

When 'auto rescan' is turned off, it's automatically scanning on startup

Steps to reproduce

1. Go to, Settings / media library / tick off 'auto rescan'
2. Close app, relaunch app
3. It's automatically scanning again
