VLC cannot connect to unpassworded SMB shares on Windows 10 (while Kodi and Nova can)

Description

Windows 10 SMB shares without a password cannot be accessed using VLC 3.3.1

Expected behavior

I should be able to connect to unpassworded Windows 10 SMB shares on the same network.

Actual behavior

I get a banner message saying I cannot connect to that share despite that share showing up on the local network browser.

Steps to reproduce

1. Create unpassworded Windows 10 SMB share using this guide https://forum.kodi.tv/showthread.php?tid=353532
2. Attempt to connect to it via VLC 3.3.1, and it doesn't connect.
3. Meanwhile, Kodi 18.8 and Nova Video Player 5.16.7 connect to the same share just fine.
