VLC for Android 3.2.12 shows permanent silent "Loading" notification if the system language is not English

Description

After updating VLC for Android 3.2.12 and (much later) rebooting the smartphone (to update to Android 10, security patches 01.07.2020), VLC now shows permanent silent notification that looks like the play notification with the word "Loading"... even after the application finished scanning for files.

What is strange that after switching the system language to English the problem vanished. When switching back to my local language (Polish) it appeared again. Searching the Internet shows that this problem also happens for other locales: Notification issue in last update on android : VLC on Reddit's r/VLC - here the problem shows with Italian locale, as shown in linked image: http://imgur.com/gallery/IvjfVzM

Expected behavior

VLC for Android shows notification only when actually playing media files. If there is "Loading..." notification necessary, it appears only for a short while while VLC is actually scanning the filesystem for media files, vanishes as soon as the scan is finished, and does not look like play notification.

Actual behavior

VLC for Android shows persistent silent notification, which takes up sparse space in the notification bar.

Steps to reproduce

  1. Switch system language to something other than English (to have other language supported by VLC as preferred language over English).
  2. Restart the smartphone for the settings change to take full effect.
  3. After a short while persistent silent notification appears with text that translates to "Loading". It does not seem necessary to start VLC application manually, I don't think.

"Powiadomienia ciche" means "Silent notifications", and "Ładowanie" means "Loading".
