Exiting airplane mode always prompts two notifications from VLC
Description
Turning off airplane mode will always prompt VLC to show two new notifications.
Expected behavior
Toggling airplane mode should not trigger anything from VLC.
Actual behavior

Steps to reproduce
- Quit VLC.
- Turn on airplane mode.
- Turn off airplane mode.
- Observe the notification center.
