Video Playlist reorder regression

Reordering is not possible when watching multiple videos due to regression which probably stems from recent fix in saving playlist state

Description

I am trying to reorder playback when watching multiple videos However there is a regression from probably saving playback state which causes reorder to revert back to original order

Expected behavior

After reordering videos should continue in the new order

Actual behavior

Reverts back to original order

Steps to reproduce

1. Select multiple videos and play
2. Click on playlist button and reorder videos
3. Reorder will revert back to original order
