resuming playback doesn't reload id3 tag metadata

Description

Audio metadata (ID3 tags, i.e. artist/album/title) doesn't always display correctly in the notification and playlist. Sometimes just the filename (e.g. title.mp3) will display. Toggling pause/play (sometimes more than once) seems to force a refresh.

Expected behavior

ID3 audio metadata always takes precedence over filename

Actual behavior

Full filename (instead of artist/title/album) often displays in notification area & playlist for no apparent reason

Steps to reproduce

  1. Play a track which has ID3 tags
  2. Look at the playlist to verify that all upcoming tracks have correct matadata displayed
  3. Pause and close VLC
  4. Resume playback (e.g. press play/pause on external earphones)
  5. Look at the restored VLC playlist and notice that filenames (rather than tag metadata) are displayed

Screenshot / video

Filename (while playing - note the 1-02 prefix which is in the filename. There's also an .mp3 suffix (not visible)):

Proper title (after pausing, closing VLC, re-opening VLC, and clicking the resume playback icon):

Note that repeating this (pause, close & reopen) could result in either Filename.mp3 or Proper Title
