Drag to seek video gesture erroneously triggers tap command
Description
If the user taps on video at least once, any subsequent drag to seek gesture simultaneously fires the tap command as well.
Expected behavior
The drag to seek gesture should never toggle the video player control interface.
Actual behavior
The drag to seek gesture toggles video player control interface if the user had previously tapped on the video at least once.
Steps to reproduce

Play any video.

Drag to seek forward / backward and note that everything works as expected.

Tap on the video to bring up the player control interface. Either wait for it to auto-hide or don't, doesn't really matter.

Drag to seek again. Notice that if the player control interface was hidden then it will show up now or if it was already on display then it will be hidden now.

Any subsequent drag to seek attempts will keep on triggering this annoying distraction.
