When denying and re-allowing permission storage, app is unusable

Description

When the app is launched and the storage permission is denied then re-allowed:

• the app content is never shown
• a medialib scan is doing nothing and is never stopped
• the PTR is never stopped

Steps to reproduce

1. Launch the app
2. Deny storage access from the settings
3. Re-allow storage access from the settings
4. Re-open the app
